It is unthinkable that the contemporary society can exist without air transportation and related public amenities, improving the quality of everyday life. Benefits from the global mobility and international commerce are to the interest of all pubic stakeholders. Despite that, transportation, whether road, water or air vehicles are concerned, have always been a source of noise pollution with growing intensity.
As to the aviation, the technological development and the improved flight procedures has led to a considerable reduction of the noise emissions in the last few years.
The technical requirements to the aircrafts regarding the aviation noise have been defined by international standards, introduced in Bulgaria by Regulation No. 16 of January 14th 1999. With the latest amendment to Article 30 of Regulation 16, as of January 2007, the EU Directives have been introduced regarding the noise emissions at Varna and Burgas Airports, whereof nosier let-airplanes are not allowed.
The Ministry of Health, based on Article 6, Clause 5 of Regulation No. 7 on the Hygiene Requirements regarding the Health Protection of Populated Areas, and, based on the Ecological Assessment of the General Plan of Varna and Burgas Airports and graphical and map documentation, has harmonized the hygiene and protection area requirements of both airports, setting up a protection zone for the territory of both airports of 85 db (A) of the noise affected area, as per LAmax (Maximum allowed noise level on aerial device flight), forecast for 2015, in compliance with the graphic material in relation to the Ecological Assessment of the General Plan of both airports for 2007. In this connection a procedure has been launched on establishing a monitoring system for continuous measurement of noise indexes, including reading, processing and storing the results, using automated measurement and data reading equipment.
